A Mexico City chauffeur service is private transport booked in advance at a fixed price, carried out by a licensed chauffeur operator whose vehicles are registered with SEMOVI, the Secretaría de Movilidad de la Ciudad de México, and which holds the SICT federal tourism permit and the airport's access authorisation for collections at the terminal. Nobody hails it and no algorithm assigns it. The car, the chauffeur and the total are agreed before the day, whether that is an AICM airport transfer, an hourly car service in Polanco or a black car to a meeting on Reforma.
The reason to book one here is the airport. Ride-hailing apps have no permit to pick up inside the federal zone at Mexico City's airports, so an app ride starts with a walk out of the terminal to a street-side pickup point, and the authorised taxis are sold from prepaid booths by zone. A reserved Mexico City car service is collected inside the zone by an operator allowed to be there, at a price that already contains the 16 percent IVA, any tolls on the elevated Periférico and the airport access charge. It is the practical taxi alternative with luggage or on company business.
The same reservation reaches the rest of the metropolitan area: AIFA airport transfers from the newer airport north of the city, Toluca airport transfers for business aircraft, AICM to Santa Fe and AICM to Roma and Condesa, and day trips to Teotihuacán or Puebla when the agenda leaves the valley. Teams moving people through the capital every week use corporate travel in Mexico City for central billing and traveller reporting on the same fleet.
