Four ways Bucharest gets booked.

One fleet, one price structure, and a different dispatch pattern for each kind of day the city throws at you.

What is a Bucharest chauffeur service?

A Bucharest chauffeur service is a car and professional driver reserved ahead at a fixed euro price, with the journey carried out by a licensed chauffeur operator. Under Law 38/2003, Romania regulates both taxis and transport în regim de închiriere, rental with driver; since OUG 21/2019 the Romanian Road Authority (A.R.R.) authorises those rental operators. RYDES arranges the booking, and the operators who drive it are authorised by the Romanian Road Authority for rental with driver, or licensed taxi operators. It covers an Otopeni airport transfer, an hourly car service around the northern offices and a black car to a Calea Victoriei hotel.

What separates it from the alternatives is when the price is decided. An app fare is calculated at the moment you tap, on a road network where a Friday afternoon on the DN1 can turn twenty minutes into an hour, and since April 2026 an app car at the airport means walking to the Departures car park first. A reserved Bucharest car service is priced before the trip, with the 21 percent VAT and the rovinieta vignette already counted, and the chauffeur comes to the meeting point named in your confirmation.

The same booking reaches well past the ring road. OTP to Romexpo for exhibition days, OTP straight to Brașov for those skipping the capital, Bucharest to Sinaia for Peleș Castle, and Bucharest to Constanța on the A2 motorway. Companies sending staff here every month can put it all under corporate travel in Bucharest, with one invoice and traveller reporting, and anyone weighing the meter can read the taxi alternative comparison first.

One airport, many destinations.

Bucharest is served by a single international airport at Otopeni, north of the city on the DN1. What changes from trip to trip is not the airport but how far into the city you are going, and which side of it.

The single-airport picture keeps the planning simple and the road plan hard. Every arrival funnels onto the same northern approach, so the peak column is wide on purpose: roughly 07:00 to 10:00 and 16:00 to 20:00 on weekdays, with Friday afternoons and rain the worst of all. Distances come from a routing engine with free-flowing traffic; Bucharest rarely offers that, and the off-peak column already allows for it.

Where you meet your chauffeur at OTP.

Henri Coandă handled more than 17 million passengers in 2025, up 6.6 percent on the year before, and the kerbside is busier than its size suggests. The arrangements for app cars changed in 2026, which makes a named meeting point worth more than it used to be.

Henri Coandă arrivals.

Henri Coandă sits at Otopeni, about 17 km north of Piața Revoluției by road. RYDES does not ask you to find a car in a lot or follow a sign for an app zone. Your chauffeur names the exact meeting point in the message sent before you land, along with the car, its registration and a direct number, and that message is the authority on where to walk after baggage reclaim.

The standard pickup is free. Meet and greet, with the chauffeur waiting on your name as you come through, is a paid add-on and is worth it after a long-haul connection or for a guest who has never been to Romania. Drive timing for the centre is on OTP to the Old Town.

  • Standard pickup, the free defaultThe meeting point is named in your pre-arrival message; the chauffeur waits there with the car.
  • Meet and greet, a paid add-onChauffeur on your name in arrivals, then a short walk to the car together.
  • Flight trackedGive the flight number and the pickup follows the aircraft, early or late.

The 2026 app pickup change.

Since 22 April 2026, Uber and Bolt cars collect passengers at Otopeni only in the Departures (Plecări) car park. For an app user that means leaving arrivals, walking to the departures side with luggage, and then waiting for a driver to accept, all before the car moves.

A RYDES booking works from a different starting point, and nothing about the app arrangement is reflected in your price. Your chauffeur names the meeting point in advance, and the difference is practical: a pre-assigned chauffeur already knows the flight, already knows where you will appear, and is already standing there when the doors open.

Going back to the airport.

For departures the chauffeur sets a pickup time with the traffic of the hour in mind, which in Bucharest is a real calculation rather than a formality. A 17:00 departure from Floreasca on a weekday needs far more room than the same trip on a Sunday morning, and the operator builds that in when confirming the time.

Travellers heading for the mountains straight off a flight can skip the city completely. OTP to Brașov goes north from the airport rather than south into the centre, which saves the worst of the urban traffic before the long climb through the Prahova Valley begins.

Airport arrangements above were checked against public sources in October 2026. Kerb rules and car park layouts at Otopeni change with little notice, so follow the meeting point in your chauffeur's message on the day.

VAT, the vignette and road charges.

Bucharest has no congestion charge and, in 2026, no low-emission zone. What touches a fare here is the national sales tax and the vignette every car needs on Romania's national roads, and both are already accounted for in a RYDES quote.

Passenger transport in Romania carries VAT at the standard 21 percent, the rate in force since 1 August 2025; it is not on the reduced list. Every car on the national road network also needs a rovinieta, the electronic road vignette. From 25 September 2026 a 12-month car vignette costs 228 to 330 lei depending on the vehicle's emissions class, and a single day costs 17.84 lei. Both sit inside the price you see. RYDES quotes in euros; your card is charged in euros.

Two other charges come up in conversation and do not affect you. TollRo, the distance-based road charge introduced on 1 October 2026, applies to trucks only, not to cars. A Bucharest low-emission zone has been proposed with phasing from 1 November 2027, but none is in force in 2026. The only thing outside the quote is paid parking, if you ask the car to wait somewhere that charges for it.

How charges reach the passenger in Bucharest, by way of travelling. Taxi tariffs are set locally and are not quoted here.

On longer runs, routing matters more than charges. The A2 to Constanța is a motorway and fast; the DN1 to Sinaia and Brașov is not, and a chauffeur may choose a different departure time to stay clear of weekend queues. None of that changes what you agreed to pay. The full side-by-side is on Bucharest taxi versus chauffeur.

How long the roads really take.

Bucharest traffic has a reputation, and it is earned. Free-flow figures from a routing engine look short; the ranges below are what a working day actually produces, and the upper end is not rare.

OTP to Brașov2 h 50 to 3 h 203 h 45 to 5 hThe DN1 through the Prahova Valley, worst on Friday and Sunday

Weekends shift the pressure rather than remove it. The roads out of the city towards the mountains fill on Friday afternoons and the roads back fill on Sunday evenings, so a Sinaia or Brașov departure is often better timed before 14:00 on Friday or very early on Saturday. Rain slows Bucharest more than most capitals; on a wet weekday, plan on the peak column even outside the rush.

Out of Bucharest.

Long runs are priced as one fixed fare to the address you give, so a queue in the Prahova Valley or a slow approach to the coast does not change the bill.

A Peleș and Brașov day can be booked as one fixed run with a return, or by the hour if the itinerary is loose; the hourly route works best when the stops are not yet settled. For the Bulgarian capital and onward trips south, see Sofia chauffeur service. Mountain distances depend on the exact hotel or castle car park, and the price is set to the address you give.

Mountain trips in winter are the one place the class choice really matters. The DN1 over the mountains to Brașov is a different road in snow, and an SUV is the sensible request for a December to March run. Capacities and luggage limits are on the vehicle classes page, and wedding parties should start at wedding transportation in Bucharest.

What a Bucharest price covers.

One euro figure, agreed before the car is assigned, with nothing added once you step out.

VAT at 21 percent
Romanian VAT on passenger transport is already part of the euro number you see.
The road vignette
The rovinieta every car needs on national roads is the operator's cost, built into the quote.
Tolls and airport fees
Any toll or airport access charge on the route is inside the price; you will not settle one at a barrier.
Tip at your discretion
The chauffeur accepted the job at a set rate. A gratuity can be added at payment if you choose, or skipped.
Flight tracking
We follow the aircraft from departure, so a delay moves the pickup without a phone call.
The first hour at OTP
Sixty minutes free from the real landing time, enough for passport control and bags. Fifteen minutes free at any other pickup.
Standard pickup
Collection at the meeting point in your confirmation costs nothing. A chauffeur waiting on your name is a paid add-on.
Cancel without charge
Free up to 24 hours before pickup. Inside 24 hours the booking is charged in full, because the car and chauffeur are held for you.
An authorised operator
Every Bucharest journey is run by an operator authorised by the Romanian Road Authority for rental with driver, or a licensed taxi operator, checked before they can accept bookings.
Outside the price
Paid parking where you ask the car to wait. Child seats (supplied, fitted by the parent) and pets are paid add-ons; service animals travel free.

When you should not book us.

Otopeni has public transport that runs around the clock, and for some travellers it is the better choice. We would rather say that here than lose your trust later.

Travelling alone with a backpack, staying near one of the stops, and in no hurry, take line 100. It runs 24 hours a day, every 15 minutes in the daytime and every 30 minutes at night, and stops at Băneasa, Piața Presei, Piața Victoriei, Piața Romană, Universitate and Piața Unirii. The train from the airport to Gara de Nord costs about 6 lei, which no private car can compete with if the station is where you are going.

A chauffeur makes sense when the conditions change: three suitcases, two children, a group of four splitting one fare, a 02:00 landing, a meeting in Pipera that no bus reaches directly, or a plan to keep going to Sinaia or Brașov the same afternoon. Weekday rush hour also cuts both ways, since a bus and a car sit in the same traffic on the DN1. For the full cost picture, read Bucharest taxi versus chauffeur.

Bucharest questions.

If yours is not here, dispatch answers around the clock at +1 888 881 7933 or support@rydes.co.

How far is Bucharest airport from the city centre?

Henri Coandă International Airport (OTP) is at Otopeni, about 19 km by road from the Old Town and about 17.6 km from Piața Revoluției. A private car typically takes 30 to 45 minutes off-peak and 60 to 95 minutes in weekday peak traffic. See OTP to the Old Town.

Where will my chauffeur meet me at Otopeni?

Your chauffeur names the exact meeting point in the message sent before you land, with the car, registration and a direct phone number. The standard pickup is free; meet and greet with your name in arrivals is a paid add-on. Details are on the Otopeni airport transfer page.

Do I have to walk to the Departures car park like with Uber or Bolt?

Since 22 April 2026, Uber and Bolt pick up at Otopeni only in the Departures (Plecări) car park. A RYDES booking is pre-assigned instead: your chauffeur names the exact meeting point in the message sent before you land, and waits there for you.

Are your Bucharest chauffeurs licensed?

Yes. RYDES arranges the booking and a licensed chauffeur operator carries out the journey. In Romania that means an operator authorised by the Romanian Road Authority (A.R.R.) for rental with driver under Law 38/2003 and OUG 21/2019, or a licensed taxi operator. Authorisation and insurance are verified before an operator can take bookings.

What does rental with driver mean in Romania?

It is the legal category called transport în regim de închiriere. The A.R.R. authorises the operator and issues a certified copy for each vehicle, the service runs under a contract priced per hour or per day with advance payment, the driver is an employee of the authorised carrier with a professional certificate, and the car carries the contract and proof of payment. It is a different category from taxis, which Bucharest City Hall licenses, and from app-based alternative transport under GEO 49/2019. See hourly chauffeur hire.

Is VAT included in a Bucharest price?

Yes. Passenger transport in Romania carries the standard 21 percent VAT, in force since 1 August 2025, and it is inside the price quoted at booking. The rovinieta vignette, tolls and airport fees are included too. Paid parking where you ask the car to wait is the only exclusion. See Bucharest car service.

Why is the price in euros and not lei?

RYDES quotes every Romanian booking in euros, and the card is charged in euros at booking. Local costs you may read about, such as the 6 lei airport train or the vignette in lei, stay in lei because that is how they are set.

Is there a congestion charge or low-emission zone in Bucharest?

Not in 2026. Bucharest has no congestion charge, and the proposed low-emission zone would only begin phasing in from 1 November 2027. TollRo distance charging, introduced on 1 October 2026, applies to trucks and not to cars.

How long does a transfer from OTP to Floreasca take?

About 16 km. Allow 25 to 40 minutes off-peak and 50 to 80 minutes at weekday peak, when the northern offices empty onto the same roads. Romexpo is similar at 25 to 35 minutes off-peak. See OTP to Floreasca and OTP to Romexpo.

Should I take line 100 or the train instead?

Sometimes, yes. Line 100 runs 24 hours, every 15 minutes by day and every 30 at night, via Băneasa, Piața Presei, Piața Victoriei, Piața Romană, Universitate and Piața Unirii. The train to Gara de Nord costs about 6 lei. A chauffeur is worth it with luggage, children, a group, a late landing, or a destination off those lines.

How much free waiting time do I get?

Sixty minutes at the airport from the real landing time, tracked against the aircraft. Fifteen minutes at any other pickup. After that, waiting is billed in 15-minute increments at the vehicle class rate, and you are told before it starts.

Can you take me to Peleș Castle in Sinaia?

Yes. Sinaia is about 112 km from Otopeni through the Prahova Valley, and the drive takes roughly 2 to 2.5 hours on a clear day and up to 4 hours on a busy weekend. It can be one fixed fare or an hourly booking with waiting. See Peleș Castle and Bucharest to Sinaia.

How long is the drive to Brașov and Bran Castle?

Brașov is about 156 km from OTP and Bran about 158 km. Plan on 2 h 50 to 3 h 30 in light traffic and up to 5 hours on a Friday or Sunday. An SUV is the better choice between December and March. See Bucharest to Brașov and Bucharest to Bran.

Do you drive to Constanța and the Black Sea?

Yes. Constanța is about 242 km from Otopeni, mostly on the A2 motorway, usually 2 h 50 to 3 h 15 and longer on summer Fridays. It is priced as one fare to the address you give. See Bucharest to Constanța and Black Sea transfers.

Can I book a car by the hour in Bucharest?

Yes, with a two-hour minimum in 30-minute increments. The chauffeur stays with the car between stops, which suits a day of meetings across Pipera, Floreasca and the centre, or an event at Romexpo. See hourly chauffeur in Bucharest and Romexpo transfers.

How far ahead should I book?

At least 3 hours before pickup, and up to a year ahead. Book early for the George Enescu Festival, which returns in late August and September 2027, and for the Bucharest Marathon in early October. Note that Romania moves to winter time (EET) on 25 October 2026. Teams travelling often should look at corporate travel.

What happens if my flight is late?

We track the flight, so the pickup moves with it and the free hour starts from the actual landing. If the flight diverts, dispatch re-briefs the operator and confirms a new plan with you. Dispatch is available around the clock on +1 888 881 7933.
